The Chamber of Economy/Commerce of the Federation of Bosnia and Herzegovina, with the support of the Federal Ministry of Development, Entrepreneurship and Crafts, in cooperation with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, with financial support from the European Union (EU) and the Government of the Federal Republic of Germany (BMZ), and in cooperation with the United Nations Development Programme in BiH (UNDP BiH), is pleased to announce the holding of the CBAM (Carbon Border Adjustment Mechanism) conference with a workshop, which will be held on 28 October 2025 in Sarajevo.
The event will bring together eminent domestic and international experts and CBAM specialists, with the aim of exchanging knowledge, experience and practical solutions for preparing the domestic economy for the new EU regulatory requirements.
The adoption of the EU Regulation on the mechanism of cross-border carbon emissions payment (CBAM, 10.5.2023) directly affects the competitiveness of companies from BiH that export to the EU market. Currently, the Regulation covers the cement, iron and steel, aluminum, artificial fertilizers, electricity and hydrogen industries, and a gradual expansion of the sectors covered by CBAM reporting is expected. As of 01.01.2026, the trial period ends, i.e. the training period for calculating carbon dioxide emissions for manufactured products, and the mandatory reporting period begins, i.e. the preparation of a full-year CBAM report and payment for emissions by purchasing CBAM certificates by companies that import CBAM products into the EU.
We especially highlight the participation of the international CBAM expert, Marcel Duits (CEO of the international CBAM EU association), who will give an introductory presentation on the topic „CBAM – status and future directions of implementation“, participate in the program segment “CBAM Interview: CBAM from the perspective of BiH and the EU” and be available to participants for expert questions and discussion throughout the event. The CBAM association is a key partner of the EU CBAM office in drafting additions and amendments to the CBAM Regulation.
The conference will take place in two segments:
🔹 First part – Conference segment
· Overview of the current situation in BiH regarding CBAM: existing legislation, drafted documents for establishing an electricity exchange and ETS system, in the context of exempting electricity from CBAM.
· Expert presentations by international experts on the CBAM Regulation, amendments within the recently adopted OMNIBUS I package, calculation of emissions and costs, etc.
· Discussion on CBAM report verifiers, the use of default values in practice, publication of reference values, etc.
· Panel discussion with company representatives on their experiences and challenges so far.
· Interactive interview with a representative of the competent state ministry and an international expert, with the possibility of questions from the audience.
🔹 Second part – Interactive workshop
The workshop is intended for registered companies during which, with expert support, they will prepare a CBAM report based on the example of data from a company from BiH, which will show how much additional burden the CBAM product will have in costs due to emissions. The preparation process will be followed by detailed step-by-step explanations, practical examples and active discussion with participants.
Participation in the workshop will be enabled for registered companies upon prior application. Participation of company representatives responsible for: material procurement, product sales, energy and environmental management, ESG reporting, calculation of the carbon footprint of companies as well as environmental protection is recommended. It is recommended that participants bring a laptop so they can actively work on preparing the CBAM report.
A detailed program of the conference with the workshop will be delivered to all registered participants before the event.
