The project “Community Action for Energy Transition (CAET) in Bosnia and Herzegovina (BiH)” has been approved by the German Federal Ministry for Economic Cooperation and Development (BMZ), and is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in cooperation with the Ministry of Foreign Trade and Economic Relations of BiH (MOFTER). CAET supports BiH in its efforts to make the energy transition sustainable and fulfill the country’s obligations under the Energy Community Treaty.
In order to promote the energy transition at the local level, CAET will focus on supporting local self-government units (LSUs) in developing projects within the energy community concept (EC): renewable energy communities (REC) and citizen energy communities (CEC). In line with these plans, CAET is issuing a call for LSUs to submit project ideas for energy communities.
GIZ technical assistance will include capacity development and preparation of business plans, feasibility studies and project documentation (preliminary or main project) for energy community projects that are planned for development or are in the development phase. The call is open to LSUs.
REC is a legal entity established with the aim of using renewable energy sources to produce electricity primarily to meet the energy needs of its members. At the same time, REC members can be natural and legal persons, public enterprises and institutions, including LSUs. A small and medium-sized enterprise can be a member of REC, provided that electricity production from renewable sources is not its primary activity.
CEC is a legal entity established with the aim of using renewable energy sources to produce electricity and heat to meet the energy needs of its members, to provide energy services or electric vehicle charging services, or to provide other energy services to its members. Members of CEC can be natural persons, LSUs or small enterprises.
After the applications are submitted, selected local self-government units will be contacted and invited to discuss the content of their project ideas. The interview will result in the selection of eight (8) energy community project ideas for which GIZ will provide technical assistance in capacity development and preparation of business plans, feasibility studies and project documentation (preliminary or main project documentation). Business plans, feasibility studies and project documentation will serve the project idea holders to define the direction of development and implementation of the idea.
The basic criteria for selecting LSUs that will receive technical assistance are as follows:
(1) LSUs provide or finalize the preparation of the Sustainable Energy and Climate Action Plan (SECAP),
(2) The project concept of the EC: (a) contributes to the use of renewable energy sources for the production of electricity and heat to meet the energy needs of energy community members, (b) ensures benefits for energy community members and the local community.
