The Chamber of Economy of the Federation of BiH took part in the First Workshop of the Youth Guarantee program in Bosnia and Herzegovina for the Federation of Bosnia and Herzegovina for the purpose of developing a draft Action Plan for the Youth Guarantee, which was held in Vitez on 30 and 31.10.2023.
The workshop was supported by technical and expert assistance from the International Labour Organization (ILO) and representatives of the European Union delegation, with coordination by representatives of the Federal Ministry of Labour and Social Policy.
The Youth Guarantee is implemented by all European Union member states, each in its own way and according to the needs of the youth of each member state. The Youth Guarantee represents a joint EU effort to activate the great potential that young people have in the labor market so as to help them acquire the skills needed by employers in the labor market and encourage youth employment, especially through gaining first work experience.
The Youth Guarantee is recognized in the Employment Strategy in the Federation of Bosnia and Herzegovina for the period 2023–2030 as a completely new model of youth employment for those leaving the education system and those who have remained unemployed. The goal of the Youth Guarantee is to reduce youth unemployment and inactivity. Young people who enter the Youth Guarantee process have more opportunities such as employment, continuous training, internships or traineeships. The Youth Guarantee also includes finding a job within 4 months from the date of registration with the unemployment office.
The Strategy also recognizes the Law on Mediation in Employment and Social Security of the Unemployed, and through this law an effort will be made to reform employment institutes and services in order to improve records and separate active and passive job seekers.
Visoko and Čitluk were selected as pilot municipalities, which is the basic condition for drafting the Youth Guarantee Action Plan, which would then be expanded to other areas of the Federation of Bosnia and Herzegovina.
At the workshop, representatives of the Expert Group of the pilot project were introduced to policies relevant to the Youth Guarantee through mapping, early intervention, outreach, preparation and service delivery in the Youth Guarantee, quality offers and monitoring itself, as well as implementation arrangements at the end of this process. Initial steps and guidelines for the further implementation of the pilot project were agreed.
