The Association for Electromobility and the Association of Authorized Dealers and Car Traders operating within the Federation of BiH Chamber of Economy welcome the adoption of the Decision of the Government of the Federation of BiH on the Program of expenditure of funds allocated in section 17 of the budget of the Federation of Bosnia and Herzegovina for 2023 to the Federal Ministry of Energy, Mining and Industry "current transfers and other current expenditures – current transfers – incentive for the purchase of electric cars", which officially entered into force with publication in the Official Gazette of the Federation of BiH", number 776/2023
Based on the initiative and long-term commitment of the Association for Electromobility and the Association of Authorized Dealers and Car Traders to the Federal Ministry of Energy, Mining and Industry, the Government of the Federation of Bosnia and Herzegovina this year adopted for the first time a Decision on subsidizing private companies and entrepreneurs, and we hereby express our exceptional gratitude to the Federal Ministry of Energy, Mining and Industry for its commitment and consideration of the opinion, which aims, among other things, to strengthen the economy with an environmentally friendly vehicle fleet.
This year’s incentives, following the example of all EU countries, also recognized the price range and classification according to CO2 emissions, i.e. the technical conditions of eligible vehicles for subsidization are ranked as follows:
1. Electric vehicles with CO2 emissions of 0 g/km, 10,000 KM incentive
2. Hybrid electric "plug-in" vehicles with CO2 emissions lower than 50 g/km, 7,000 KM incentive
3. Hybrid "full hybrid" vehicles with CO2 emissions up to 130 g/km, 5,000 KM incentive
“First of all, we want to express our satisfaction and once again thank the Ministry of Foreign Trade and Economic Relations of BiH for recognizing the initiative to extend the decision on the suspension of customs duties on the import of electric vehicles and reducing it on the import of hybrid vehicles.
This is one of the initial and very
important support measures in the development of electromobility in BiH. We also especially thank the
Federal Government, which recognized the importance of electromobility development through the adoption of the Initiative for
subsidies, i.e. incentives when purchasing electric and hybrid cars, for both natural persons and legal entities. The goal of the subsidy is the direct encouragement of the purchase and use of environmentally
friendly vehicles.
By co-financing the purchase of electric and hybrid cars, the Government of the Federation
of Bosnia and Herzegovina directly influences the improvement of environmental quality as well as the reduction of pollution sources.
Once again, we thank on behalf of the Federation of BiH Chamber of Economy, and the Association for
Electromobility and the Association of Authorized Dealers and Car Traders of BiH for the recognized
initiatives, with expectations that there will be many more in the coming period, given that electromobility
is not the future, electromobility is here and is becoming part of our everyday life,” said Miro Sesar, president of the Association of Authorized Dealers and Car Traders of BiH.
The general benefits of the decision on incentives are of multiple importance, from more favorable prices of electric and
hybrid vehicles, and thus their greater number on the streets of BiH, renewal of the vehicle fleet, reduction of greenhouse gas emissions from transport, new jobs at authorized dealers and car traders, to new business models related to the construction of infrastructure – charging stations, equipment suppliers, operators. In addition to all this, it is inevitable to mention the fulfillment of BiH’s obligations on the path of decarbonization and achievement of climate goals.
In addition, the cause-and-effect link is a richer tourism offer, where an increasing number of hospitality facilities, hotels and shopping centers are expected to enrich their offer by building charging stations for electric vehicles, both for the local population and for tourists.
However, on this path it is
necessary in parallel to encourage the construction of charging infrastructure, where obtaining a building permit and
lengthy administrative procedures complicate the situation. The Association for Electromobility and the
Association of Authorized Dealers and Car Traders have launched activities and initiatives on this issue, and on this occasion we appeal to all competent institutions to be open to cooperation,
to which we make ourselves available.
