Import Control System (ICS2) in the EU – information for obligated parties

The Indirect Taxation Authority, Customs Sector, has received a notification from the European Commission, Directorate-General for Taxation and Customs Union (DG TAXUD), regarding changes in the procedures for entering goods into the European Union (hereinafter: EU), i.e. into the “security and safety” area, which will start applying from 01.04.2025.

Within the third release of the European Union security and safety system before arrival at customs, all goods transported by sea and inland waterways, road and rail into or through the EU, including postal and express consignments, are subject to new requirements. Economic operators affected by this (carriers by sea, inland waterways, road, rail, freight forwarders, end recipients in maritime transport, postal operators and express carriers) will have to submit security and safety data via the Entry Summary Declaration (ENS), by connecting to the EU Import Control System 2 (ICS2).

The economic operator to whom this applies may access the ICS2 system using its own internally developed IT system or through an IT service provider (ITSP) for sending ENS data to the ICS2 system.

Economic operators who are not ready by this date (01.04.2025) must no later than 01.03.2025 contact the National Service Desk of the EU Member State in which they registered and obtained their EORI number, in order to request a timeframe for implementation/activation, which can only be approved on the basis of a submitted request.

In order to comply with ICS2 requirements and successfully complete registration, all economic operators to whom this issue applies must collect accurate and complete data from their clients and establish appropriate agreements, as well as undertake the necessary activities to adapt their IT systems.

Accordingly, it is necessary that this information be forwarded to all economic operators to whom this issue applies regarding the newly arisen changes and obligations they need to fulfill in order to ensure the smooth movement of goods in the customs territory of the EU from 01.04.2025.
